The Bureau of Industry and Security has announced a new online portal to facilitate the submission and management of exclusion requests, objections to exclusion requests, rebuttals, and surrebuttals in connection with Section 232 duties or quotas on steel and aluminum imports. BIS states that this new portal will (a) streamline the exclusion process by replacing the existing data collection point with web-based forms, (b) allow parties to easily view all submissions in one system, and (c) enable parties to track submission deadlines. It will also allow for better collaboration between government agencies processing exclusion requests.

All new Section 232 exclusion requests must be submitted through the portal beginning June 14. Objections, rebuttals, and surrebuttals must always be filed on the system where the exclusion request was submitted (i.e., on the portal or on regulations.gov).

Comments on whether the changes made by this rule address earlier concerns about the Section 232 exclusion process are due no later than Aug. 9.
