Last week, the United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) announced that the “APHIS Core Implementation Guide” was updated to remove references to General Rule No 3 and the logical diagram for using single HTS codes and single-entry lines for bouquets.

U.S. Customs and Border Protection (CBP) advised that the attached tariff classification ruling, 957198, prohibits using single HTS codes and single-entry lines for bouquets. Additional updates were made and can be found in the guide’s table of changes.
